Based on the decision of the Higher Education Council in its 47th session No. 6/47/1428 dated 27 August 1428 AH and the Royal Approval No. 8626/M dated 27 September 1428 AH, the establishment of the Vice Presidency of Northern Border University was approved.
Organizational Affiliation
The Vice Presidency is directly affiliated with the University President. In line with Administrative Decision No. 422000002 dated 23 August 2020 and the renewed Decision No. 422001257 dated 6 August 2021, which define the authorities and responsibilities of the University President and Vice Presidents, the University Vice President or an officially designated representative is authorized to undertake the following responsibilities:
Referring employees to retirement upon reaching the statutory age, disbursing their end-of-service entitlements, or issuing extensions as approved by the competent authority.
Supervising the preparation of the University’s annual budget proposal
Overseeing administrative, technical, and academic functions across the affiliated deanships and departments and supporting efforts to improve performance.
Forming technical committees and delivery committees for units under the Vice Presidency’s supervision
Establishing committees for asset sales and appraisals, approving bidding processes within a limit of 500000 SAR, and endorsing the outcomes of surplus property auctions.
Recommending contract extensions in cases where additional tasks are assigned beyond the contract period or when the University suspends work due to circumstances beyond the contractor’s control.
Approving subcontractors and specialized contractors working under primary contractors on projects supervised by affiliated units.
Recommending increases or reductions in contractor obligations within legally permissible limits and financial allocations after verifying funding availability
Recommending the lease or termination of leases involving University owned property.
Overseeing University assets stored in warehouses, supervising the annual inventory process, forming the necessary committees, and submitting reports on any surpluses or shortages including causes and performance related observations.
